Employment Status: Permanent Contract

Salary Scale: £27,000-£34,999 per annum

 

The Role:
The National Development Manager will have ownership, accountability, and responsibility for leading the successful delivery of national strategies in order to deliver Netball Scotland’s (NS’) corporate strategy.

Strategic Priorities:

• Lead the development, implementation, and activation of the Education Strategy which increases the quality and quantity of coaches, officials & workforce across the domestic and performance pathways.
• Lead the development, and implementation of the Volunteer Strategy to support growth and development of the sport across Scotland.
• Lead the development and activation of a domestic Competition Framework which supports and aligns to the ambitions of the performance pathway.
• Lead on the planning and delivery of national development projects which support Netball Scotland’s strategic priorities.

Operational Priorities

Operational Excellence
• Line-manage, lead, and motivate the Education & Workforce Officer responsible for administration and coordination of all tasks related to Education and Training courses, workshops, events, and competitions.
• Line-manage, lead, and motivate a high performing team of Tutors & Assessors responsible for educating and training a network of volunteers and professionals to support the needs of the sport across Scotland.
• Work collaboratively with the Director of Development, Head of Growth and Membership & Ticketing Manager to utilise data, trend analysis and insights to effectively plan and forecast development operational plans and KPIs in line with annual budget and operational planning process.
• Work collaboratively with National Development Managers (NDMs) and Netball
Development Officers (NDOs) to activate local delivery of education and training and
promote volunteer and competition opportunities.
• Regularly review plans to ensure objectives are being delivered, and to ensure
activity is effective and impactful.
• Establish and manage effective relationships with key external partners,
stakeholders, and European/International netball federations to inform and influence
their agendas to benefit NS and its people, and to enhance NS’ education proposition
for members, workforce, and volunteers.
• Be the lead contact for NS for a portfolio of local authority partners.
• Represent NS at Local, Regional & National Forums.
• Prepare informative reports for the Board, CEO, Director of Development, and other
key partners/stakeholders against key performance indicators as required.
• Strive to deliver a culture of continuous improvement, operational excellence, and
purpose driven approach.

Education & Training
• Lead on all product innovation and development, ensuring that NS remains at the
forefront of new technologies, advancements and legislative/regulatory
developments in sports education and training.
• Lead the management, review and evaluation of education systems and processes to
ensure optimum efficiencies, impact, and productivity.
• Lead the review, creation, and development of resource content to ensure it meets
the needs of a growing membership and pathway.
• Lead the creation and management of a portfolio of innovative and engaging
educational resources, products, programmes, and training opportunities to increase
the quality and quantity of workforce and drive additional income streams.
• Lead on training and development of Tutors, Assessors, Match Bench Officials and
Volunteers to support delivery of a performing pathway.
• Lead on provision of education and training needs of the Elite Coach Mentoring &
Pathway to Elite Development Programmes with a key focus on, but not limited to,
leadership qualities & behaviours and providing access to opportunities to progress
tactical and technical knowledge.
• Support all areas of the business to ensure appropriate, effective education &
development products and programmes are delivered as required.

Workforce Plans
• Lead on creation, development, and activation of Workforce Plans to ensure the
vision and ambition of Local Associations are met.
• Lead on activation of education and training needs identified in Workforce Plans.
• Lead on activation of education and training needs identified in affiliated Club
Development Plans.
• Lead on the creation, development and activation of workforce plans to support the
FE/HE sector.
• Work collaboratively with NS’s team of NDMs and NDOs to identify additional
opportunities to expand the portfolio of workforce plans.

Competitions
• Lead the delivery of a world class programme of domestic competitions.
• Work collaboratively with the Performance Team to achieve continual improvement
within the domestic competition framework to support the ambitions of the
performance pathway, by increasing the talent pool of players, coaches, officials and
volunteers.
• Identify commercial opportunities to leverage investment to enhance the standard,
profile, and visibility of domestic competitions.
• Work collaboratively with the Director of Development to establish facility
partnerships to support the delivery of a world class programme of domestic
competitions.

Volunteer Strategy
• Lead the development, implementation, and activation of NS’s Volunteer Strategy
2023-2027 to produce a trained and knowledgeable network of volunteers to support
the growth and development of the sport across Scotland.
• Work collaboratively with the Sirens Operations & Events Manager and NS’s team of
NDOs to activate the Volunteer Strategy across Local Associations, Clubs,
Universities, programmes, competitions, and events.
• Work collaboratively with the Strathclyde Sirens operations team to effectively use
this platform to activate critical engagement, outreach, and event strategies.
Membership, Engagement & Participation
• Effectively utilise all NS platforms to engage existing members and attract new
audiences to expand the workforce and volunteer network to support the needs of
an expanding pathway of programmes, competitions, and events.
• Identify, bid for, and implement grant funding opportunities to support new and/or
existing programmes and resources.
• Support NS’s internal and external Equality Groups to achieve the priorities outcomes
to change lives and reduce inequalities, with a key focus on developing a tutor and
volunteer workforce at national and Local Association Level which is representative
of the wider community.

Sustainable Financial Model
• Accountability and responsibility for allocated budgets.
• Maintain solid financial planning, budgetary systems, and controls to ensure the
organisation’s objectives, Projects and Annual Operational Plan are delivered within
allocated budgets.
• Lead the effective management of the Education and Competition Budgets, including
financial forecasting, planning, and analysis, in order to meet and surpass set targets
whilst driving increased income streams and profitability year on year.
• Support the Education & Workforce Officer to embed processes and procedures to
ensure effective day-to-day management of allocated budgets.
• Support the successful achievement of organisational commercial targets through
innovation, product development and programme delivery.
